REGISTER OF CHEMICALS
The aim of the National Product Control Agency for Welfare and Health is
to control and prevent human health hazards arising from the use of chemicals
and to promote the development of a good living environment. The agency
monitors compliance with regulations on chemical substances and preparations,
as well as the placing on the market of these products. The Product Register

Who is obliged to submit
information?
The information on a chemical is submitted by the Finnish company that
is the first to place the chemical on the market or for use in

information submitted?
Information is submitted on chemicals that are classified as dangerous
to health or the environment or as causing fire and explosion hazards.
Information is also submitted on chemicals that are not classified but contain
one or more substances that are dangerous to health or the environment or a
substance for which there is a Community workplace exposure limit, if the
concentration of such a substance exceeds 1 % by weight.
Information is submitted on chemicals intended for professional use, as
well as for the general public use.
What kind of information is
submitted?
The information to be submitted is mainly based on the safety data sheet. The
information in it is supplemented with the CAS numbers or EC numbers of the
hazardous ingredients, together with the codes for the use and industrial
categories of the chemical.
The legislation allows the use of generic names of certain dangerous
substances in the label, in the safety data sheet and in the information form
on chemicals. In
The following information is needed: trade name, use of the chemical,
contact information of the Finnish manufacturer/importer/other company,
classification of the chemical, composition/information on the ingredients,
first-aid measures, fire-fighting measures, accidental release measures,
information on handling and storage, occupational exposure limits and exposure
controls including personal protection, physical and chemical properties,
toxicological and ecological information, disposal considerations, transport
information and information on the label.

It is not necessary to submit information on chemicals that are used in
industrial or scientific research and development, or on chemicals that are
annually manufactured/imported in such small
quantities they cannot be considered as a risk.
If there is a significant change in the information on the chemical,
revised information must be submitted to the Product Register. Such essential
information includes changes in the trade name, in the information concerning
the manufacturer/importer or in the composition, as well as new or revised
information on the hazardous effects of the chemical.
The Product Register can be used by authorities, the Poison Information
Centre and research institutes. The data of the register is used, for example,
in the treatment of cases of acute poisoning, in the preparation of legislation
and as a tool for chemicals control.

chemicals is provided either in Finnish or Swedish and is sent either on
paper prints or as Acrobat/Word files on a disc or CD to the address below.
